Electronic procurement has the potential to bring significant benefits to Public-sector Organisations, but it should always be introduced as a means of implementing good procurement principles, not as an end in itself or solely to meet targets.

EnergyQuote works with a number of Local Authorities, Hospitals, Schools, Colleges and other Public Sector organisations to ensure that they have fully thought through their e- procurement strategy and adopt tailor-made practices so that both best value and e-targets are achieved.

e-PURCHASING COMPLIANCE

There are no restrictions in the use of e-Auctions with the Open and Restricted procedures in accordance with the EC Directives on Utilities.

Political agreement at European level has been reached on a package of amendments to the public procurement directives. This reflects the concerns expressed by the UK government and many local authorities about adopting reverse auctions and achieving best value in the energy market.

The most important and significant evidence of compliance of our e-sourcing system is the scrutiny and analysis of our method made by our existing public sector clients, ranging from NHS trusts to large Borough and District councils across the UK. Having looked at their own internal standing orders and European regulatory mandates and regulations, they are 100% satisfied with the compliancy of the EnergyQuote system.

MAINTAINING AUDIT TRAILS/FRAUD PREVENTION

Service Flexibility

  We understand that each Council will have its own requirements for the level of service and involvement they wish to have during the procurement exercise. As such, EnergyQuote has developed a tailor-made service specifically looking at the needs of public sector energy managers and procurement officers enabling them to have as much or as little involvement in the purchasing exercise as they require.



Consultancy

  EnergyQuote is flexible enough to work with any specific requirements that the council may have as part of their overall procurement and energy management strategy. Consultancy projects have included Energy Audits including tariff structure optimisation, Meter Type Analysis & Change (Non half hourly and half hourly), energy contract strategy to accommodate market price volatility, Benchmarking Projects to compare existing contract against other methods of procurement including e-procurement, or even writing a specification for the implementation of energy e-Procurement or analysing why an implementation has not delivered to its full capacity.




Development and implementation of an E-auction Strategy

  Prior to introducing e-procurement to the council, EnergyQuote will analyse the pros and cons of an e-auction and how these will affect the council's long-term procurement strategy. Areas of analysis include the impact of reverse auctions on internal standing orders, and how these may be seamlessly changed in order to reflect the changing and volatile nature of the UK and world energy markets.

E-Strategy must be developed in conjunction with the Energy Manager who will play an integral part in the optimisation of the procurement process.

EnergyQuote will research and analyse the current and historical energy purchasing processes, against key fundamentals for successful energy purchase. This analysis and research will generate a quantifiable and measurable e-procurement strategy.

EnergyQuote can undertake analysis of your existing energy contract and compare your pricing with that achieved by our customers at the same time you negotiated your contract. We can also provide forecasts as to what prices you can expect to achieve for your contract renewal.
